What lessons can be learnt from the devolution journey so far? The CLG select committee’s report highlights the challenges facing local and central government in implementing and extending devolution, such as strengthening transparency, clarifying the roles of different governance arrangements, establishing clearer objectives and working towards ‘devolution by right’.
