Andy spoke on Tuesday at a Lib Dem fringe on “The Future Of Community Ownership” with Lib Dem Peer Baroness Hamwee, Belinda Pratten from NCVO and Rosie Anderson from Community Matters.
Community ownership of assets clearly has enormous potential. Entrusting assests to communities can help reinivigorate communities and, perhaps most importantly given the current finanicial position, help save money.
But that doesn’t mean the voluntary sector has all the answers. There’s also a clear case that Total Place, a top-down managerial approach, can improve the efficiency of services across the country. We need this business-style approach too.
If they’re to succeed, both Total Place and the Big Society will require communities to work within a national framework that involves elected officials. That means that the government needs to articulate its vision for the role of councillors in both agendas much more clearly.
