Report: The state of care in counties

This is the final report of the County APPG inquiry into integrated care and support in county areas. The inquiry identified the unique challenges that counties face in providing adult social care and makes a series of recommendations for driving forward health and social care integration in these areas.

Key recommendations include:

  • Conduct a full review of the sustainability of adult social care as part of the 2015 Spending Review, including allocation formulae.
  • Establish a ten year shared financial settlement for health and social care.
  • Invite local NHS/local authority partnerships in county areas to bid for greater devolution of health and social care through Health and Social Care Deals.
  • Health and Wellbeing Boards should be empowered to hold the integration programme to account and to drive it locally.
