		<description><![CDATA[•	This briefing covers the recent report Detoxifying School Accountability the Case for Multi-Perspective Inspection from the cross-party think-tank Demos on school inspections in which a radically different approach to the current inspection and accountability regime is explored and advocated.
•	The current Ofsted regime is described as ‘toxic’, focusing too heavily upon league tables and teaching to tests, author James Park argues, when really what is needed is an approach that will ‘allow all children to achieve their potential, while ensuring the quality of education in schools is of a high standard’. In its place, a regime is proposed that focuses upon developing an education system that gives children greater choice over the learning routes they pursue so that they are able to achieve in areas that match their natural skills and strengths and an inspection system that is based upon gathering the views of all of a school’s stakeholders and using these to identify strengths and weaknesses and develop an improvement strategy based upon this collective exercise. This, he describes as a “multi-perspective approach”. The very purpose of Ofsted is also questioned with Park arguing that its role should be that of an improvement agency rather than an inspectorate of the education system.

		<description><![CDATA[The Care Bill builds on the draft Care and Support Bill published last year. All the major elements of the draft bill remain – wellbeing, prevention, carers’ rights, choice and personalisation. Most of the changes from the draft bill are around the detail, but nevertheless will involve some reconsideration by local authorities. Changes include:
•	greater emphasis on promoting prevention
•	more focus on supporting people who are not eligible for state-funded support
•	details about implementing the cap on care costs
•	new responsibilities for local authorities and the Care Quality Commission (CQC) on provider failures
•	a new power for safeguarding adults boards but no powers of entry for social workers.

The Care Bill will be subject to detailed scrutiny as it passes through the Lords over the summer. Overall, this legislation will require a massive change for local authorities with adult social care responsibilities, all at a time of major budget pressure.
