Key to Care: Report of the Burstow Commission on the Future of the Home Care Workforce follows an open call for evidence and evidence sessions taken in Parliament and heard by a commission chaired by the Rt. Hon Paul Burstow, former minister for care and representatives from councils, care providers, service user representatives and politicians.

The report highlights the conditions of home care workforce and the resultant impact on recipients of care. It makes a series of recommendations for councils, providers and central government to improve the terms and conditions of care workers.
